Legal Counsel & Project Developer
Noel is Legal Counsel and a Project Developer at JCM Power. Before joining our Project Team, he worked as Vice President and International Project Director with another transnational company, developing and analyzing renewable energy project opportunities throughout Central and South America.
Noel gained invaluable experience while leading due diligence processes with the Inter-American Development Bank, Proparco of France, and the FMO Dutch Development Bank. His employment background includes high-level government negotiations, navigating complex multinational regulatory regimes, and coordinating social and environmental programs.
Noel also has nearly a decade of international experience in community development, conflict resolution, and stakeholder engagement, working for both large-scale mining projects and small-scale renewable NGOs. He has an Honours BA in International Development from Dalhousie University, a Masters of Science in Sustainable Energy Development from the University of Calgary, has completed his JD law degree from Osgood Hall York University, and is fluent in English and Spanish.
